The Government of Liberia (GoL) is one of the founding members and the major client or key stakeholder for LIMPAC. The Government has continued to provide significant funding support for LIMPAC’s programmes and activities since its establishment in 2007 through counterpart funding from the Ministry of Finance and Development Planning formerly the Ministry of Planning and Economic Affairs. The Center currently operates within GoL institutional structure like other spending agencies of the Government. The medium to long-term plan is to make the Center Semi-autonomous to foster independent and credible research. Despite the financial reliance on GoL, the center is opting to conduct impartial research work and policy advice to government and other stakeholders.
The ACBF was very instrumental in the establishment of LIMPAC as far back as 1998 until 2007 when the foundation approved US$1.8 million grant to finalize the establishment and operationalization of the center. The first grant lasted up to the end of 2011 and was mainly used at building and strengthening the institutional capacity of LIMPAC to enable it to effectively contribute to the policy formulation and development process in Liberia. LIMPAC second grant under the foundation was a US$142,000 project for establishing and operationalizing an Econometric Forecasting and Training Lab within the Ministry of Finance and Development planning and three (3) research studies. LIMPAC third project document for a third grant is in the amount of US$1.2 million over the period of three (3) years. That project has initially been appraised by the foundation.
