The Arab Bank for Economic Development (BADEA) and the African Capacity Building Foundation (ACBF) in collaboration with the Liberia Macroeconomic Policy Analysis Center (LIMPAC) within the Ministry of Finance and Development wish to inform the public that USD 5,000 (Five Thousand United States Dollars) Seed-Fund will be provided as a start-up grant for women in Agriculture in Liberia.


Interested women Cooperative groups in Agriculture are encouraged to apply. Please download the application for women cooperative groups at www.limpac.org.


Please fill in the application form and attach all relevant documents requested and hand deliver to the LIMPAC’s office at the Ministry of Finance and Development Planning 10th floor or fill the application form online.


Deadline for submission: 30th May 2019.

LIMPAC PARTAKES IN THE SIXTH AFRICA THINK TANK SUMMIT

The Liberia Macroeconomics Policy Analysis Center (LIMPAC), the national Think Tank of the Republic of Liberia participated in the sixth (6) Africa Think Tanks Summit in Nairobi, Kenya.

 

The sixth (6th) Africa Think Tank Summit which was held in Nairobi, Kenya, from 24th to 26th April 2019 brought together several think tanks from across the continent as well as other research-based institutions to discuss the growth and challenges facing the continent.

 

The Summit was a high-level continental forum which attracted the community of over fifty (50) African think tanks, development practitioners, and experts interested in Africa’s development agenda.

 

The summit provided a platform for sharing information, exchanging of ideas, and promoting partnerships among think tanks to enhance their effectiveness individually and collectively while developing informed solutions to the pressing development challenges facing Africa.

 

The summit was organized by the African Capacity Building Foundation (ACBF) in collaboration with key continental and global development partners.

Objectives

 

The summit focused on “Tackling Implementation Challenges for Africa’s Sustainable Development. Stated, Mr. Joe Garmondyu Greaves, the Liberian representative at the summit”.

Adding on Mr. Greaves who is a Policy Research Associate at the Liberia Macroeconomics Policy Analysis Center comment on the objective of the summit.

 

 “The main objective of this year’s summit was to discuss and make actionable recommendations on how think tanks, in view of their role in conducting research, providing advice, building capacity and advocating for change, can support policy implementation in Africa.”

 

About the Liberian Representative at the summit

 

Mr. Joe Garmondyu Greaves is researcher in Economics and scholar with vast knowledge in the applications of statistical packages for research. Mr. Greaves holds a Bachelor of Science Degree in Economics (with reference in Mathematics) from the University of Liberia and a Master of Science in Quantitative Economics from the Huazhong University of Science and Technology in Wuhan, China. 

 

He has also published two empirical research papers in two international journals. Currently, he serves as a Policy Research Associate at the Ministry of Finance and Development Planning (MFDP) and has contributed to some important domestic policy brief papers as well made contributions to technical working groups within the Ministry of Finance & Development Planning.

 

His research interest includes Quantitative and Qualitative research in Economics and Social Sciences; Applied Econometrics; Time Series Applications to real world data modeling; Regression Analysis of Panel and Cross-Sectional Data; Statistical Test of Time Series; Panel and Cross- Sectional data; Econometrics Theory and Statistical Methods to solve problem. Mr. Greaves recently submitted a policy brief paper on “The Systematic Strategy in Improving Vehicles Maintenance to help reduce cost in Central Government in Liberia”. Also, he submitted an article, “Do Retail Gasoline Price Fluctuations have any significant impact on the macroeconomy of Liberia: An evidence of Restricted VAR.”

LIMPAC CO-ORGANIZED BUSINESS CLIMATE FORUM

LIMPAC CO-ORGANIZED BUSINESS CLIMATE FORUM

The Liberia Macroeconomic Policy Analysis Center (LIMPAC) is currently supporting the Business Climate Working Group. LIMPAC over the past three weeks has provided financial and technical support to the Business Climate Working Group for the organizations of two policy forums on improving various indicators of the business environment in Liberia.  In addition to co-facilitating the forums, LIMPAC also provided its staff and logistics for the successful hosting of the two forums, which were held in Gompa, Nimba County.

 

The Business Climate Forums were organized by the Business Climate Working Group in two different events and dates. The maiden edition was held on the first and second of February, 2019 under the theme “Resolving Challenges to: Getting Credit, Resolving Insolvency, and Enforcing Contracts”. This forum which was co-facilitated by the Judiciary Branch of Government through Judge Eva Mappy Morgan, Judge of Commercial Court. It was also attended by relevant regulatory agencies of Government including, the Liberia Revenue Authority, the Central Bank of Liberia, Ministry of Commerce and Industry, Ministry of Justice, Liberia Business Registry, the National Investment Commission, the National Bureau of Concessions, among others.

 

Private sector representatives included the Liberian Business Association, Liberia Chambers of Commerce, the Liberia Bankers Association, and members of the business community in Gompa, Nimba County. Members of the Donor community represented at the forum included United Nations, European Union and World Bank.  The forum provided the perfect opportunity for professionals and practitioners to share ideas and strategies on resolving the challenges for improving each of the indicators, which contribute to Liberia poor ranking in the World Bank Doing Business scores.

The second edition of the forum under the theme “Resolving Constraints to Trading Across Borders” was held between March 8-9 2019.  It was also attended by relevant agencies of government, private sector actors, and members of the donor community. Like the first forum, it provided an environment for knowledge sharing on solutions to counter the challenges for trading across borders. In attendance at this forum were the National Port Authority (NPA), Liberia Revenue Authority (LRA), Bureau Veritas (BIVAC), APM Terminal, National Customs Broker Association of Liberia (NCBAL), Liberia Immigration Service (LIS), the Liberia Business Association (LIBA), Liberia Chambers of Commerce (LCC), the Press Union of Liberia (PUL), Ministry of Commerce and Industry (MOCI), Ministry of Internal Affairs (MIA), among others.  During the second forum, LIMPAC Executive Director, Mr. Del-Francis Wreh Co-facilitated along with Mr. Emmanuel P. Munyeneh, Technical Economic Advisor to the Minister of Finance and Development Planning and also the lead consultant on the Business Climate Working Group.

 

The Business Climate Working Group was constituted by His Excellency Dr. George Manneh Weah to explore evolving challenges and prospects of the Liberian business environment and provide doable strategies for improvement.

Del-Francis Wreh served as co-facilitator

The overall objective is to improve Liberia’s doing business ranking, which at end of 2018 stood at 174 out of 190 countries in the World Bank Doing Business Index.  The Business Climate Working Group is chaired by Hon. Samuel D. Tweah, Jr., Minister of Finance and Development Planning.

LIMPAC is a specialized unit within the Ministry of Finance and Development Planning. The Center has responsibility for policy analysis, research and training of public officials in macroeconomic related issues in Liberia.

The Center, which is funded by the Government of Liberia and the African Capacity Building Foundation (ACBF) conducts policy researches and provide advisory services to the Government of Liberia through the Ministry of Finance and Development Planning in addition to implementing capacity building training activities.

Limpac Publishes Studies On How To Improve Domestic Resources Mobilization- Places Emphasis On Improving Tax Administration.

The Liberia Macroeconomic Policy Analysis Center (LIMPAC) through its local consultant; Consultant Management Enterprise (CME) has completed and published a study on Domestic Resource Mobilization with emphasis  on improving tax administration. The study, which was supervised by LIMPAC was funded by the African Capacity Building Foundation (ACBF). It was conducted using data collection and analyses, desk review, consultations, and interviews. It gives insights into the current challenges of the Liberia Revenue Authority (LRA) and other revenue generating institutions in administrating both tax and non-tax revenues.

 

This study is of critical importance because domestic resource mobilization is critically important funding programs and projects of Liberia’s new development agenda; the pro-poor agenda for prosperity and development (PAPD). The PAPD centered on four key pillars projects strong desire of the Government of Liberia over the next five years to meet the high expectations of positively transforming the lives of Liberians. The preliminary cost estimate of the PAPD is US$7 billion and over the 5yrs of the PAPD implementation, domestic revenue generation is estimated at US$3bn. This projects an equivalent financing gap of US$4.5bn, which raises significant concerns for leveraging on domestic resources mobilization in addition to grants and debt financing.

 

The study in its recommendations emphasized robust reforms in tax administrations, especially in tax education and taxpayer services, training and support for tax auditors, digitization of tax payment, and investment in physical infrastructure of rural tax collectorates.
