LIMPAC Concludes 10-Day Peer Review Retreat on Tax Enhancement and Agricultural Subsidies

The Liberia Macroeconomic Policy Analysis Center (LIMPAC), at the Ministry of Finance and Development Planning, successfully concluded a ten-day intensive Peer Review Retreat held at the Cyntheo Guest house in Margibi County, from December 5–12, 2025. The retreat focused on the in-depth review and refinement of two major research papers:

1. Evaluating Pathways for Enhancing Tax Revenue (Property Tax) in Liberia with case studies in Bong, Nimba, Margibi, Grand Bassa and Montserrado counties, and

2. Assessing the Impact of Agricultural Subsidies on Smallholder Farmers in Liberia, with case studies drawn from Bong, Nimba, and Lofa counties.

This high-level technical retreat brought together distinguished policymakers, academics, and sector experts whose insights significantly strengthened the analytical quality and policy relevance of the papers.

The event was graced by the Assistant Minister for Economic Policy Hon. Henry Yanquoi at the Ministry of Finance and Development Planning, the Policy Advisor to the Minister of Finance and Development Planning Mr. Mustapha Dukuly, the Assistant Commissioner for Real Property Tax at the Liberia Revenue Authority (LRA) Hon. James A. Jaber, and the Head of the Board of Tax Appeal Cllr. Benjamin B. Stewort.

Also in attendance were renowned scholars including Dr. Jeremiah Z. Whapoe Sr. of Starz Graduate School, Dr. George T. Forpoh, Dean of the College of Agriculture at Cuttington University, as well as experts and technical staff from the LRA, Board of Tax Appeal, Ministry of Agriculture, Central Agricultural Research Institute (CARI), MFDP, Farmers Union and other key institutions.

Over the course of the retreat, participants engaged in rigorous discussions, research validation exercises, and policy recommendations aimed at improving domestic revenue mobilization and enhancing the effectiveness of agricultural subsidies to boost smallholder farmer productivity.

The Executive Director of LIMPAC Dr. P. Padolo Moye extends appreciation to all stakeholders for their invaluable contributions. The Center remains committed to producing evidence-based research that supports sound public financial management and promotes sustainable economic growth in Liberia.

Hon. Del-Francis Wreh awarded Most Oustanding Public Servant of the Year.

The Liberia Macroeconomic Policy Analysis Center (LIMPAC)’s Executive Director, Hon. Del-Francis N. Wreh was today January 10, 2020 awarded as “Most Outstanding Public Servant” of the years 2019-2020 by Movement of the Promotion of Ambassador Weah Presidency. The certificate which was presented by the group’s chairman Mr. Jeremiah Paye was a symbol of appreciation to civil servants for their services to their motherland. This certificate which is given on merit-based is to encourage civil servants to remain committed to their jobs. Added Mr. Paye.

Mr. Paye thanked and appreciate Hon. Wreh for his delicate service over the years to the government and people of Liberia especially the most talked about harmonization process, and encouraged him to continue his service to his motherland and forget about distractors. In his acceptance speech, Hon. Del-Francis Wreh thanked the organization for acknowledging his service to his country, and ensured the group that he will continue on the path of integrity to ensure that Liberia recovers from its economic nightmare. Hon. Del-Francis N. Wreh who is also the lead technician on the Inter Agencies Wage bill (Harmonization) Committee also encouraged other civil servants to be committed to their jobs irrespective of their political party. “Liberia is a country that belongs to everyone of us. Serving in government is not a right, but a privilege. It is important that we do our best to ensure that Liberia reaches its full potential” added hon. Wreh. In furtherance, he challenged fellow public servants to be innovative at their various jobs sites. “Liberia’s development is not party-based. If this country fails, we as Liberians have failed. It is the time for us to disregard partisanship and focused on what needed to be done to revive the economy in our individual and collective efforts”. He lamented.

LIMPAC LAUNCHES WOMEN ENTREPRENEURS TRAINING PHASE II AND ENCOURAGES LIBERIAN WOMEN TO APPLY

The Government of Liberia through The Liberia Macroeconomic Policy Analysis Center (LIMPAC), a specialized unit of the Ministry of Finance & Development Planning in collaboration with The African Capacity Building Foundation (ACBF) and Arab Bank for Economic Development in Africa (BADEA) is pleased to announce the second edition of its training programmed “Empowering Women Entrepreneurs in Liberia” .

 

The training which is about strengthening Liberian women in entrepreneurship is expected to kick off in November 2019. The objective of the training is to build women capacities in Financial Management, preparation and execution of budget, Cash Flow Forecast Development, Understanding Cost, and supply chain and management among others.

 

Women who meet the below requirements are encouraged to apply

 (a) High School graduate upwards

(2) Working experience of at least 3 years as entrepreneur

(3) At most five (5) employees

(4) Business Registration: Business must be registered

(5.) Business Experience: Must have operated the business for at least 3 years.

(6.) Beneficiary of previous Entrepreneur Training

& Development Planning in collaboration with The African Capacity Building
Foundation (ACBF) and Arab Bank for Economic Development in Africa (BADEA) is

LIMPAC WELCOMES AN INTERN FROM THE USA

Ms. Cokie M. Nanka

MCP Candidate

The Liberia Macroeconomic Policy Analysis Center (LIMPAC) has received and welcomed Ms. Cokie M. Nanka from the United States of America on internship as a Research Fellow. Ms. Nanka has a solid foundation in Community & Economic Development.

 

She completed her Bachelor of Arts Degree in International Relations with concentration on International Security and a Minor in Italian Studies from the TUFTS University, Medford, Massachusetts. She is an MCP candidate with concentration in Community & Economic Development with relevant courses including; Modeling Geographic Objects (GIS), and Quantitative Planning Analysis, Migration & Development, Techniques of Urban Economic Development, and Adapting Formality and Informality in Rapidly Urbanizing Places.

Ms. Nanka will be an asset to LIMPAC and Liberia at large.

 

The intern is expected to stay in Liberia for the period of six (6) weeks, after which she will return to the United States of America to complete her graduate program in Research. While in Liberia, she is expected to conduct two research studies on government assets management and community development. She is also expected to further her qualitative and quantitative skills related to community and economic development within the context of Liberia.

 

 

LIMPAC as an institution charged with the responsibilities of research and policy designs encourages the best brains especially Liberians to contribute in the rebuilding of our nation. It was from that backdrop that we welcome Ms. Nanka at LIMPAC while conducting her graduate study in Research at the Stuart Weitzman School of Design, University of Pennsylvania. Quoted Mr. Wreh.

 

I am grateful to the LIMPAC family for affording me the opportunity to serve as intern in this unique sector. I have always wished to give back to my country in whatsover way possible. Now that I have the opportunity, I can assure LIMPAC that every second spent here will be worthwhile. Though I have just few weeks here to conduct my research, I will ensure that my contributions surpass the length of my stay in Liberia. While away, I will always avail myself to LIMPAC should incase my help or service is needed. I say a big thank you to Mr. Del-Francs Wreh. I am forever grateful. She stated.

 

Ms. Nanka is expect to start work immediately as to get back to the United States of America to complete her graduate program.
